Innovation in Agriculture: How Can Good Ideas Reach Real Farms?
13/10/2026The European Commission has presented the fifth annual report on the Recovery and Resilience Facility (RRF), outlining the progress of reforms and investments in Member States. As implementation nears its conclusion, disbursed funds have reached €450 billion—almost 80% of the total amount requested by the countries.
Established in 2021 in response to the COVID-19 crisis, the RRF is the flagship instrument of the NextGenerationEU initiative. Through grants and loans, it supports the economic recovery, modernization, and resilience of European economies.
Digitalization with the potential for higher productivity
The investments in digitalization supported under the MFA amount to €140 billion. According to estimates, every euro invested in digital measures under the mechanism could generate €1.50 in economic output in the EU by 2030.
Priorities include high-tech sectors, digital infrastructure and the modernisation of public services. The report cites as examples the expansion of high-capacity broadband networks in Austria, support for microelectronics in Germany and the digitalisation of judicial systems in Bulgaria, Malta, the Netherlands, and Portugal.
Support for the smart transformation
For an intelligent transformation has been earmarked €287 billionsupporting the achievement of the EU's climate goals for 2030.
According to estimates, the supported investments will lead to an annual reduction in greenhouse gas emissions equivalent to 1.5% of EU emissions relative to the 2021 baseline. Reforms to the mechanism could secure an additional annual reduction equivalent to a further 1.4%.
Final stage of implementation
The deadline for completing the key milestones and targets in the national recovery and resilience plans is 31 August 2026. The European Commission is assessing the final 32 payment requests, and the remaining payments, amounting to €123 billion , are to be made by the end of 2026.
Throughout the period, Member States worked on nearly 6,000 milestones and targets related to reforms and investments benefiting citizens and businesses. Of these, 4,082 have already been fulfilled, while 1,899 are under assessment..
The results outline the scale of European support for the digital and green transformation—processes of direct importance to the competitiveness of enterprises, the quality of public services, and regional development.
